With over 17 years of experience across government affairs, policy research, international cooperation, and corporate communications, Xie Qingyi (谢青轶) counsels clients on navigating complex, high-stakes issues including geopolitics and trade, product safety, cybersecurity, and data privacy. Before joining Burson, Qingyi spent 14 years at the China National Intellectual Property Administration, leading policy, international engagement, and cross-border cooperation on intellectual property protection.

Xie Qingyi (谢青轶) has over seventeen years of experience in government affairs, policy research, international cooperation, and corporate communications. In Burson, Qingyi has provided strategic counsel and government stakeholder engagement support for various clients. He advises clients on navigating sensitive investigations and high-profile crises related to geopolitics and trade, product quality and safety, cybersecurity and data privacy. He also supports clients in developing crisis playbooks, scenario planning, and crisis simulations, enhancing their resilience and preparedness.

Prior to Burson, Qingyi served with China’s central government in the China National Intellectual Property Administration (CNIPA) where he managed issues related to strategic planning, policy analysis, organizational development and international cooperation. During 14 years with the CNIPA, he was responsible to engage with a range of Chinese government ministries, the United Nation’s World Intellectual Property Organization and the IPR authorities in the U.S., Europe, Japan and South Korea, to deliver cooperation projects related to IPR protection. He was also in charge of managing high level intergovernmental meetings, joint statements drafting, and press release related works.

Qingyi has a PhD in Law from Tsinghua University, a Master of International Relations from Japan Ritsumeikan University, and a Master and Bachelor of Electronic Engineering from Beijing Institute of Technology.
